during movePackCompleted, if a crash or fail occurs, the pack file can be in completed and header marked completed. but the metadata has the state set to active.

a solution can be to to loop through all packs, and confirm that every active pack is in the active dir, if not and it is in completed, then it should run MarkCompleted on the metadata.
